The COCLE is tasked to “oversee and monitor the implementation of the LABORCOM recommendations as well as all programs, projects and activities related to labor, employment and allied concerns in both the public and private sector, with a view to providing all the legislative support and assistance within the powers of Congress to ensure their inclusion, wherever feasible, in national, regional, provincial, sectoral development plans, and to guide them through their effective implementations.”
 

Invoking the inherent power of Congress “to oversee the activities, programs, policies and actions of the Executive Branch, its agencies, subdivisions and intreumentalitie, including government-owned or controlled corporations and their subsidiaries, to determine if the laws are being faithfully executed”, the House of Representatives and the Senate, on the 6th of February 2001, respectively, adopted Concurrent Resolution No. 31 entitled --

       CONCURRENT RESOLUTION CONVERTING THE CONGRESSIONAL COMMISSION ON LABOR (LABORCOM) INTO A CONGRESSIONAL OVERSIGHT COMMITTEE ON LABOR AND EMPLOYMENT (COCLE) TO FOLLOW THROUGH AND MONITOR THE IMPLEMENTATION OF THE RECOMMENDATIONS OF THE LABORCOM AND RELATED LABOR PROGRAMS AND PROJECTS
